Why would that amount of an extremely dangerous & vulnerable chemical be stored in such a populated area?

I heard reports that it was a Russian cargo ship that was abandoned by it's owners back in 2016, it was supposedly carrying the 2700 tones of fertilizer.
This one with the red deck, located right were the big hole is now.

I will retract that, the cargo was unloaded back in 2014, the ship entered port back in 2013, the remains of the ship is now sitting up on the pier to the right...Sorry my fault....No not the explosion.

unloaded a ship of fertilizer from Russia years ago and ran an excavator in cargo hold and when it ran out of fuel it had to be craned out to refuel...lol
