No this won't work for what you want to do, it is for updating Programs/Software that are installed on your Laptop
To make your Laptop run faster, it needs 1. More Memory 2. Add a SSD Drive 3. Faster CPU/Mother Board etc.
To start with you may have a Bunch of software starting/running in the Back-round when your Laptop "Starts UP"
which will slow it down, If you do, then I would try and keep those starting programs to a Minimum.
Also your internet speed from your Provider & what your laptop is capable to handle has a lot to do with it.

Do you know if you have Bug-Ware, Malware, on it ? Ccleaner I believe has a Start-up manger, where it will check
and see what's running or starting when you first start-up Laptop etc. i would also do a scan for Bug-ware as well
Try SuperAntispyware, or Spybot Search/Destroy etc.

That's why I hate Laptops, other than their Portability, when you want to Add/Update them with hardware etc.

They are a "PITA" to deal with compared to a Regular PC.
