heavy freezing on south seems to freeze a lot on echo star 7 10&11 not to bad

I tried the site hxxttp://tutu.mex.tl/ but it has nothing there. I am trying to learn where to read Tutu's instructions when something is down but am not very successful. What is the new IP for North?

I heard that a bunch of channels just went down on TUTU south about 10 minutes ago...anyone confirm? Tutu been kinda bad lately...
