Administrator Locked-Out (Windows 10 HE)

A few weeks ago I did a stupid thing. I started to download a "free program" called, Uni-Converter.

Before I installed it, I started to think it was a bad idea so I didn't install anything but it was already too late.

I need to regain control of my PC once again. I need to get my admin rights back and I need to gain access back to my Windows Security Dashboard. This happened to me a few years ago and I was able to run a code in DOS to regain control of my PC, but this time it's not working.

Can you help me please?

have you tried system restore and pick a date prior?

if you use a limited or local account can they still lock you out? How? Is it your ip addy, unique id of your device or something else?
