With Virtual CEC on, if you turn the TV off, does the X5 turn off ?
For me, that is what I have setup. If I turn the TV off, the box goes into suspend mode (red light in front). Turn TV on, and the box comes on nearly instantaneously.
Then you probably have not programmed the BT400 remote. I could be wrong, but I am pretty sure once you program the remote (assuming your TV brand is supported), the remote would be turning off your TV (which in turn would put the box in standby). And Pretty sure by the same token, the remote would control the TV volume, not the BOX volume. The BOX would then ideally be configured with "FORCE MAX VOLUME" enabled.
I will let someone with a similar setup comment however, since my setup is more simplistic and I am not a fan of all these types of automations. If I want my TV on, I will turn by TV on. If I want my box on, I will turn my box on. This is why I liked the BT200 remote I have with my xrs4900. I have 1 power button that controls my box, and a power button I can program to control the power on my TV. And likewise, the remote has a few other learn buttons to be able to control the TV Volume separately from the box volume, and even control the TV "source" option.
Then again, I also did get used to one of these "remotes" when I was younger
