Google Services Stopped?

A buddy of mine keeps getting this error message. 'Google Services Framework Stopped'
I've never seen this before and is there any way to get rid of this? Maybe factory reset?

if that don't work clear data

Did your buddy recently disable any Google services? I did and kept getting messages saying Google may not operate correctly. I couldn't find the option to stop notifications So I turned back on

Clearing the cache and data didn't work but now Ill ask him about the google services.......

Ended up doing a hard reset and that seems to have fixed the issue. Still not sure why it happened in the first place.
