Drink two 8oz of water first thing in the morning, any less will not help. Do cardio exercise, reduce your carbs through out the day, more in the morning somewhat during the day and none after 6pm. Do not snack or eat two hours before going to bed. Increase your fibre intake, reduce the amount of fat and sugar. The most important one is to watch the portions you eat, rather than eating a big meal at once eat five/six times a day (breakfast, lunch, dinner and two/three snacks) the snacks cannot be more than 200 calories. Belly fat is very hard to loose, it is the first one to appear and the last one to go.

Exercise for the belly. And the whole body.
You will have to cut fat intake and do exercises.
Stomach exercises will help and I can think of one that is great but it requires a partner.
Cut calories as well but not too much. If you remove too many calories, your body will go after the muscle instead of the fat.
