    Default windows access

Have an older pc with windows xp. I thinking a virus or an intruder has caused no access to windows xp on boot up. Is there a boot up disc that would fix this issue. cannot access any options in safe mode.

Nuke and pave it and put a better operating system on it if you can. XP won't receive regular security updates from Microsoft and your computer will be at a much higher risk for viruses and malware.

Windows XP isn't even supported anymore.Unless there is CRITICAL unsaved data on the drive, wipe it & upgrade as Kenkell 1 suggested if the hardware supports it.If you MUST get back in, there are several usb boot virus tools that will cost you, as long as the affected computer supports usb boot.

I just take the old drive out and use a USB to SATA or IDE adapter, then connect the old drive to my computer and transfer anything I need to a USB drive (to transfer to another PC) or directly to the computer.
