Default Stuck on splashscreen - Won't boot

My home built PC (Gigabyte motherboard, Intel processor, Windows 10) just stays on the Gigabyte splash screen that comes up when the PC is powered up and won't go any further (won't boot up). Any ideas what I can do?

First thing first, back up your data. Then look for a next step. Try unplugging each RAM stick or HDD and see if it goes past boot screen. Try booting into safe mode and troubleshoot the issue. If data is backed up and nothing else to worry about, look for reinstall options, but this should be last option.

the computer is stuck on searching for a driver for one of
your plugin peripherals (due to a few reasons)

remove ALL USB inputs from the computer and try restarting
99% of the time, the computer will start ..

Turn the computer off and plug in a (just one) device and turn the computer back on
If the computer starts , turn it off again pull out that device and plug in another one

Keep doing this (one by one) till the computer freezes up ,, then you'll know which
device is having trouble loading it's driver

Try to access the Windows Recovery Environment, turn your computer on and off three times. While booting, make sure you turn off the computer when you see the loading logo. After the third time, Windows will boot into diagnostics mode. Click Advanced options when the recovery screen appears.

Then in the "Choose an option" screen, click Troubleshoot => Advanced Options => Try the options System Restore or Startup Repair.

I FINALLY got around to working on this problem and I followed your advice and unplugged almost everything external to the PC and it worked. Thank you, Thank you. much appreciated advice. I haven't found the exact problem device but I know it's one or even two of my external hard drives. It looks like I will be working on data recovery for a while.
